Fourteenth Amendment

Red Light running is a crime as outlined under section 544.007(d) of the Texas Transportation Code.  The College Station, TX Ordinance 3017 acting on 707.002 of the Texas Transportation Code converts the criminal act into a civil violation.  The outcome of the criminal/civil duality is the Fourteenth Amendment right of equal protection under the law is denied to “civil violators”.  College Station, TX working through ordinance 3017 has established a second class citizen.  The first class “historical citizen” that has a right to appeal, right to face their accusers, requires evidence beyond a reasonable doubt, has a right to a jury trial, and other fundamental human rights.  While the second class “virtual citizen” has no rights because the virtual citizen is nothing more than a means filling the treasury of the State and College Station, TX.
